What is Skills Assessment?

To apply for a Points Tested Skilled Migration visa, at the time of Expression of Interest (EOI) you must nominate an occupation that is on the relevant list of eligible skilled occupations. You must provide evidence that your skills have been assessed as suitable for your nominated occupation by the relevant assessing authority.

What is an Assessing Authority?

A skills-assessing authority is an organization that checks that your skills meet the standards they set to work in a relevant occupation.
The Australia Skilled Occupation List (SOL) is the occupation list, which is highly in demand across Australia’s various states and territories. The Skilled workers and professionals applying for a skilled visa in Australia need to choose and nominate an occupation (matching the applicant’s skills and experience) from the relevant Skilled Occupation List Australia.

Australia has four types of occupation lists.

Medium and Long-term Strategic Skills List (MLTSSL): The MLTSSL list is meant for the skilled professional applying for a Skilled Independent Subclass 189 Visa, a non-sponsored skilled permanent visa. This visa allows applicants to live and work in Australia permanently.

Short term Skilled Occupation List (STSOL): This list contains occupation highly in demand across various states and territories of Australia. It is valid for the applicants applying for Skilled Nominated Subclass 190 Visa and Skilled Work Regional (Provisional) visa Subclass 491.
Regional Occupation List (ROL): The ROL is available for visa categories, i.e. Subclass 407, Subclass 491, Subclass 494, TSS (M), etc., that deals in the regional migration program.
Skilled Priority List for all States and Territories. The skill priority list is different from the SOL list. Each state has a different occupation list depending on the demand and market trend in the state.

Job Ready Skills Assessment For  Trade Occupations

Provisional Skills Assessment (PSA)

The PSA must be completed before you can apply for the JRP.
PSA will verify your:

  • Identity
  • Australian qualifications

If your assessment is successful, the outcome letter can be used to apply to Home Affairs for a Temporary Graduate visa (subclass 485). A successful PSA outcome also means you meet the pre-requisite requirement to participate in the JRP.
Your PSA outcome is valid for 3 years from date of issue. You must submit your JRP application within the valid period.

Eligibility

Up to 4 months from the application

To apply for the Provisional Skills Assessment (PSA), you must have:

  • A current and valid passport
  • An Australian qualification directly relevant to the occupation you are applying for.

This qualification must be from a Registered Training Organisation (RTO) on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS).

Outcome

TRA will email you the outcome of your Provisional Skills Assessment application.

Successful outcome

If your assessment is successful, the outcome letter can be used to apply to Home Affairs for a Temporary Graduate visa (subclass 485). A successful PSA outcome also means you meet the pre-requisite requirement to participate in the JRP.

Unsuccessful outcome

If your application is unsuccessful, the outcome letter will provide you with the reasons for the outcome and information about your options. You can apply for a review or make a new PSA application.

Job Ready Program (JRP)

The JRP is an employment-based skills assessment program. It is for international student graduates with an Australian qualification that has been verified through a Provisional Skills Assessment. The program gives you:

  • The opportunity to develop your skills
  • Employment experience in an Australian workplace
  • A skills assessment outcome to apply to the Department of Home Affairs (Home Affairs) for a skilled visa

A skills assessment shows if you have the skills and experience needed to work in Australia in your occupation.

There are different eligibility requirements for each step of the Job Ready Program. It will be completed in 3 steps

Step 1

Job Ready Employment (JRE)

The JRE is part of the Job Ready Program (JRP). This step is to let you get the experience needed in an Australian workplace to develop skills relevant to your occupation.

Current processing times for your JRE application

Up to 7 months from the application

While waiting for your JRE application to be confirmed, please continue your employment arrangements as these will count toward meeting your twelve (12)-month full-time (or equivalent part-time) employment obligation.

Eligibility:

To be eligible for the JRE, and ensure you are well-placed to successfully complete the program, you must:

  • Have a successful PSA (or JRPRE) for your nominated occupation
  • Submit your JRE application within your PSA (or JRPRE) valid period*
  • Nominate an occupation on the skilled occupation list where TRA is the relevant skills assessing authority
  • Be employed and your employment arrangement:

    * Your PSA (or JRPRE) outcome is valid for three (3) years from date of issue. If your PSA has expired and you would like to apply for the JRP, you will need to submit a new PSA application.

  • Air-conditioning and Refrigeration Mechanic
  • Electrician (General and Special Class)
  • Plumber (General)

Employment

  • You must complete at least twelve (12)-months of full-time (or equivalent part-time) paid employment with TRA-approved employer/s. The 12-month period commences from your JRE Start Date.
  • Full-time means you are working an average of 38 hours per week. Part-time employment, periods of unemployment, and/or extended leave will mean it takes you longer to complete the program.
  • You may be able to claim up to three months of unbroken paid employment where the employment was undertaken immediately before applying for the JRE. This can only be claimed at the time of submitting your JRE application online.

Step 2

Job Ready Workplace Assessment (JRWA)

The JRWA is part of the Job Ready Program (JRP). This step is to assess your ability to work at the required skill level for your occupation in Australia.

Current processing times for the JRWA completion:
Up to 4 months from the application

If you submitted a JRWA application after March 2023, the RTO will contact you within 60 days.

Eligibility:

To be eligible for a JRWA, you must meet the following criteria:

  • Your employment arrangements have been verified by TRA
  • Acceptable evidence has been provided over a minimum of six (6)-months of full-time equivalent employment from your JRE Start Date
  • Acceptable SPRs, EVRs, and other requested information have been provided.

Please note: If you change employer, you must register your new employer as soon as possible in the Online Portal. You must also upload a completed EVR for any additional or new employer. This must be reviewed and accepted by TRA. Before your JRWA can proceed, you must have completed at least one (1) month of employment with your employer after the date you registered your employer online.

Workplace Assessment

An assessor from a TRA-approved RTO will perform the assessment. The assessment focuses on the tasks and duties expected of your occupation. It will be based on the tasks you record in your Employment Verification Report (EVR) and Skills Progress Report (SPR). The assessor will use a range of methods to conduct the assessment. This may include an observation of your practical skills and a technical interview. The assessor will discuss the assessment with you and will let you know how your JRWA will be conducted. An assessment plan will be given to you and your employer before the assessment occurs.

Next Steps

TRA will process your application and give an approved RTO the following information:

  • Contact details for you and your employer/ supervisor*
  • A copy of your SPRs, EVRs, and any other relevant information
  • A copy of your Australian qualification
  • A copy of your passport identification page*.

Outcome

After your assessment, TRA will advise your JRWA outcome via email.
l

If your JRWA is unsuccessful:

  • The JRWA report will explain the reasons for the outcome
  • The email will give you the options for review or reapplication.

If your JRWA is successful

TRA will email you when you become eligible for the Job Ready Final Assessment (JRFA).

Step 3

Job Ready Final Assessment (JRFA)

The JRFA is part of the the Job Ready Program (JRP) The purpose of this step is to recognise your completion of the JRP.

You can use your successful JRFA skills assessment to apply for a skilled visa with Home Affairs.

Current processing times for the JRFA outcome

45 days from the application

Eligibility

To be eligible to apply for a JRFA, you must have:

  • Achieved a successful JRWA outcome and
  • Completed a minimum of 12 months of full-time paid employment (or equivalent part-time employment) within TRA-approved employment.
  • This evidence must be reviewed and accepted by TRA.

After verifying your employment evidence, TRA will email you when you are eligible to apply for your JRFA. Please be aware that you should not consider the JRP completed until you have received the official outcome letter. It is important to maintain your employment arrangements until you have received the official JRFA outcome letter which confirms your successful outcome.

You should not apply for the JRFA until TRA invites you to do so. Once invited, use the same username and password you received when you applied for PSA, JRE, and JRWA. Please ensure you have access to your Registered Email Address to receive your multi-factor authentication One Time Passcode to access the TRA Online Portal.

If the participant receives advice that the registered employment arrangement does not meet the Job Ready Employment requirements, the period of that employment cannot be counted for the Job Ready Program and they must find different employment that does meet the requirements to be able to complete the Job Ready Program.
